The counter for number of bytes forwarded by the PW (to the PSN) in the current 15-minute interval. It MUST be equal to the least significant 32 bits of pwPerfCurrentOutHCBytes, if pwPerfCurrentOutHCBytes is supported according to the rules spelled out in RFC2863.
