Set static fdb type. When mplsVplsStaticFdbType is set to discard,
mplsVplsStaticFdbIfName and mplsVplsStaticFdbPeerIp are invalid.
The meanings of the values are:
forward(1) -  Forwarding entry;
discard(2) -  Discard entry;
