This object allows ability to specify the remote Layer 2 
MAC Address. This must be specified in case of
f3Pwe3SatopDiscoveryType as static.  This is derived
dynamically (via ARP) if f3Pwe3SatopDiscoveryType is dynamic,
i.e. it does not have to be specified.
