scalar SNMPv2-TCDateAndTime

A timestamp when the active alarm table was last
changed. The value can be used by a manager to
initiate an alarm resynchronization procedure.
NOTE: All fields of the DateAndTime MUST be
filled out, including the hours and minutes from
UTC. As such, the value should be 11 octets
long.
