The number of seconds to wait for a RADIUS Accounting
Server to respond to a request.  This parameter value
is maintained across system reboots.
              
A value of -1 indicates that the appropriate realm
value should be used - etsysRadiusAcctClientMgmtRetryTimeout
or etsysRadiusAcctClientNetworkRetryTimeout.
