etsysLinkFlapSystemLinkFlapMaximum

The greatest number of linkdown events which can occur
per ten second interval.  This is an implementation-specific
parameter which will determine the allowable values of
etsysLinkFlapIntfCountThreshold and
etsysLinkFlapIntfTimeInterval.  Setting either one of these
such that the ratio of etsysLinkFlapIntfCountThreshold to
etsysLinkFlapIntfTimeInterval would become greater than
etsysLinkFlapSystemLinkFlapMaximum will result in the set
operation failing with an inconsistentValue error.
