It can be set to true in the following terms:
1.rlQosGlobalTrustMode is in {dscp, vpt-dscp} ( rlQosGlobalQoSMode must be basic or advanced)
2.if rlQosGlobalQoSMode is advanced then rlQoSPortTrustAdvancedMode must be set to true.
