The two types of shaping mechanism can not co-exist,
and this variable is used to switch between these 
two types of shaping mechanism.
To change to new shaping mode, E5-11x will remove all 
configured PVC, save current configuration and reboot 
automatically. 
After reboot, the new shaping mode can take effect.
