If the associated dsmonPdistTopNCtlRateBase is equal to
'dsmonPdistTopNHCPkts' or 'dsmonPdistTopNHCOctets', then
this object will contain the the least significant 32 bits
of the associated dsmonPdistTopNHCRate object.
