This Object is used to create and delete a row in this table.
When the Row status is active, whenever user configures in OLT, ONT is also configured.
For row creation, user is suggested to configure the qos parameters after configuring rowstatus 
to create and wait. Then make the row status active. Creation or deletion of vci-qos table 
automatically creates/deletes vci-exp table.
