This attribute contains the number of Dynamic Bonding
Change Requests, including retries. It only applies
to the upstream direction. Discontinuities in
the value of this counter can occur at reinitialization
of the managed system, and at other times as indicated
by the value of ifCounterDiscontinuityTime of
the associated MAC Domain interface index.
