This attribute contains the number of Dynamic Channel
Change Response (depart) messages. It only applies
to upstream direction. Discontinuities in the
value of this counter can occur at reinitialization
of the managed system, and at other times as indicated
by the value of ifCounterDiscontinuityTime of the
associated MAC Domain interface index.
