at the start of the spectral notch.
              
This value can only be changed while the value of
'docsPnmCmtsDsOfdmNprEnable' is 'false'. An attempt to set this
value while the value of 'docsPnmCmtsDsOfdmNprEnable' is 'true'
will return 'inconsistentValue'.
