This attribute represents the functions that are
activated through the registration process.
The bit 'profile' indicates whether the CM signaled
'IP Multicast Authorization Profile Name Subtype'
encodings.
The bit 'staticMulticast' indicates whether the CM
signaled 'IP Multicast Authorization Static Session
Rule Subtype' encodings.
The bit 'maxNumSess' indicates whether the CM signaled
the ' Maximum Multicast Sessions' encoding.
