A set to this object to 'true' is reflected in 
ifOperStatus set to 'down' of the QAM channels 
associated to the block Channel.
The opposite, a set to this object to 'false', is not 
necessarily reflected as ifOperStatus set to 'up' since
other interface conditions might prevent such status.
