This object allows the overwrite of the DSCP
field per RFC 3260.
              
If this object is -1, then the corresponding entry's
docsIetfQosServiceClassTosAndMask value MUST be
'FF'H and docsIetfQosServiceClassTosOrMask MUST be
'00'H.  Otherwise, this object is in the range of
0..63, and the corresponding entry's
docsIetfQosServiceClassTosAndMask value MUST be
'03'H and the docsIetfQosServiceClassTosOrMask MUST
be this object's value shifted left by two bit
positions.
