Specifies the maximum duration in seconds that
resources remain unused on an active service
flow before CMTS signals that both active and
admitted parameters set are null. The default
value of 0 signifies an infinite amount of time.
If the referenced parameter is not present in the
corresponding DOCSIS QOS Parameter Set, the default
value of this object is 0.
