is set to policy (3), execute all matching policies
in docsDevFilterPolicyTable.  If no matching policy
exists, treat as if docsDevFilterIpControl were set
to accept (1).  If this object is set to the value of
0, there is no matching policy, and
docsDevFilterPolicyTable MUST NOT be consulted.
