Unit of measurement for minimum and maximum thresholds
for all queues associated to this agentCosQueueIndex.
              
If this object is set to percent(1), thresholds are
measured as a percentage of the overall device queue size
with a range from 0-100. If this object is set to kbps(2),
thresholds are measured as an absolute value (in kilobytes
per second) with a range of 0-4,294,967,295.
              
Changing this object's value is subject to a specific
rule. If this object is currently set to 'kbps(2)', the
values of agentCosQueueMgmtComboWredMinThreshold and 
agentCosQueueMgmtComboWredMaxThreshold for all values of
agentCosQueueDropPrecIndex must both be set in the range 
0 - 100 prior to changing agentCosQueueMgmtWredUnits to 
percent(1).
