Attempts to `destroy' a row or to set a row `notInService'
while the smLaunchOperStatus is `enabled' will result in
an inconsistentValue error.
              
Attempts to `destroy' a row or to set a row `notInService'
where the value of the smLaunchStorageType object is
`permanent' or `readOnly' will result in an
inconsistentValue error.
              
The value of this object has no effect on whether other
objects in this conceptual row can be modified.
