A pimBsrElectedBSRLostElection notification should be
generated when the current E-BSR has lost an election to
a new Candidate BSR, or has resigned as E-BSR.  Only an
E-BSR should generate this notification.
          
This notification is generated when
pimBsrCandidateBSRElectedBSR becomes FALSE.
