The IP address of the local OSPF interface that the adjacency to
this neighbor is running over. This will be 0.0.0.0 for an
unnumbered interface.
Note that this field may be 0.0.0.0 for a configured neighbor if
it is not currently bound to any interface, for example, if
ospfPmNbrIfIpAddr is set to 0.0.0.0.
