For configured peers this field has the same value as
bgpPeerLocalPort for the corresponding row in the BGP peer
configuration table (bgpPeerTable).
              
For dynamic peers this field is zero.
              
The bgpPeerStatusSelLocalPort field shows the local port
actually in use.
