removing stale routes from that peer.
The value must be greater than or equal to
bgpRmEntMaxRestartTime.
This field is only relevant if bgpRmEntRestartSupported is
TRUE.
This field has a range of QB_STALE_PATH_TIME_MIN to
QB_STALE_PATH_TIME_MAX.
