Whether or not Conditional Advertisement is enabled.  Set
this to AMB_FALSE before changing the conditional
advertisement configuration, as certain intermediate
configurations (eg.  advertise map defined without
non-exist map) are illegal.  Set to AMB_TRUE when
configuration is complete.
