Description:
Data in the historical database is used for some system reports,
but it is not required for proper system functioning. This failure may occur
during head swap processing if recovery to create the new head primary
historical database from the shelf database files fails or the database has
been corrupted. The system is running without historical database after failing
to create a new one.
