Description:
All existing historical data has been lost. Data in the historical
database is used for some system reports, but it is not required for proper
system functioning. This failure may occur during head swap processing if
recovery to create the new head primary historical database from the shelf
database files fails or historical database may be corrupted.

to debug this problem and possibly attempt recovery of the lost historical data.
