scalar r/w Enumeration 
Allows the rate policing feature to be globally
enabled/disabled.  A value of disable(2), functionally
supersedes the ctRatePolicingRuleStatus of individual
entries in the ctRatePolicingConfigTable, but does not
change their actual values.
