Controls the operation of the access control list
identified by nwAtProtoIfAclIdentifier. Enabled (3)
causes the access control list to be applied to all
AppleTalk routing protocol packet traffic on the router
port for which the entry exists. Disabled (2) prevents 
the access control list from being applied.
