cpqRackPowerMeterStatus

Operational status value bit field (in hex) from the power meter. 
Used for diagnostic purposes.
Bit definitions are as follows: 
bit 3 is for SPI communications - 1 is good, 0 is fault
bit 2 is for general purpose alert - 1 is alert, 0 is no alert
bit 1 is e-brake - 1 is e-brake mode, 0 is not e-brake mode
bit 0 is meter presence - 1 is present, 0 is not present
              
The string will be empty if the power supply does not report this
function.
