The CPE must download this file if the reportedCpeConfigFilename it reported to the CO device doesn't exactly match either the requiredCpeGenericConfigFile in the cpeConfigMgrEntry or the cpeSpecificConfigFile in the cpeConfigMgrMemberEntry, and either no cpeCfgMgrClientReceivedSpecificCfgFilename was received from the CO or the download or use of the specific config file fails.
