Specify the maximum transmit rate for the specified level
as a percentage of coBandwidthControlMaxTransmitRate. This is
the maximum amount of outgoing bandwidth that can be consumed 
by the level. Traffic in excess will be buffered for short
bursts, and dropped for sustained overages
