  Enable - enables an account in the Disabled state
  Disable - disables an account in the Active or Locked state
  Unlock - unlock an account in the Locked state
              
NOTE: The disable action does not apply to supervisor or chassis
    user account manager accounts.
              
NOTE: Value returned for the GET command is meaningless for this
    MIB object.
