This MIB Object specifies whether call transfer can be invoked
only when the 1st call leg was an incoming call.
If set to 'true' call transfer can be invoked only if the 1st call
leg was an incoming call.
If set to 'false' call transfer can be invoked if the 1st call leg
was an incoming or an outgoing call.
The EUE MUST use the default value of 'false'.
