This MIB Object is used by the eUE to report  
support for Certificate Bootstrapping.
If the MIB Object is set to a value of true(1)
it indicates that the device supports Certificate
Bootstrapping.
If the MIB Object is set to a value of false(1)
it indicates that the device does not support
Certificate Bootstrapping.
