messages on this interface when it is the assert winner.
This object corresponds to the 'Assert_Time' minus the
'Assert_Override_Interval' defined in the PIM-SM
specification [I-D.ietf-rlPim-sm-v2-new].  This must be less
than rlPimInterfaceAssertHoldtime.
