This object specifies the Restart Delay Timeout for
the restart process for a gateway to send out
RestartInProgress when it is powered on or
been reset.
The purpose of setting the Restart Delay timer before
sending the RestartInProgress notification to the
media gateway controller is to avoid the network
congestion during the critical period of service
restoration.
