This object is the byte value for tos-overwrite. The
cwdxQosProfTosOverwriteValue is written where the mark
bits are set to 1.
Each packet received from an SU that matches this QoS
profile will be tagged with the
cwdxQosProfTosOverwriteValue value at the
cwdxQosProfTosOverwriteMask and sent to the 
network.
