This object contains high threshold (percentage) value of CPU
usage of system when WAN optimization feature is running. The
current CPU utilization, stored in cpmCPUTotalMonIntervalValue,
is compared against this value. A cwoCpuThrottlingOn
notification is generated whenever cpmCPUTotalMonIntervalValue
exceeds cwoGeneralCpuThrottleHigh for
cwoGeneralCpuThrottlPeriod.
