An entry can be created or deleted by using
ctsiIfL3ForwardRowStatus.
            
An entry can only be created if the value of corresponding
instance of ctsiIfConfiguredMode is 'none' and the 'l3Forward'
BIT of corresponding instance ctsiIfModeCapability is set.
