Indicates whether 'creation of Netflow entries per
VLAN interface' feature is enabled at the device level.
If this object is set to 'false',
netflow entries will be created for all VLANs.
If this object is set to 'true', creation of netflow
entries can be controlled by cseNetflowPerVlanIfCtrlTable.
