When the value of an instance of this object is 'permanent',
the value of the corresponding instance of all the other
objects of this table except cExtSnmpTargetVrfStatus are 
read-writable. The 'permanent' rows can not be deleted by
setting value of the corresponding instance of 
cExtSnmpTargetVrfStatus to 'destroy'.
