This object indicates the maximum rate at which the RDR
formatter sent reports to all of the destinations since
sysUpTime, if cscRdrCounterDiscontinuityTime is zero.  If
cscRdrCounterDiscontinuityTime has a non zero value, the
maximum rate is determined from this value.
