This object indicates the number of reports discarded by the
RDR formatter due to insufficient resources or unavailibility
of
the destination.
              
Discontinuities in the value of this counter can occur at
disabling/enabling of the RDR formatter, and at other times
as indicated by the value of cscRdrCounterDiscontinuityTime.
