Threshold is configured based on the following types:
  Type            Threshold Configuration
  ----            -----------------------
  scope           level of single scope
  network         level of an entire group of scopes sharing 
                  the same primary subnet 
  selectionTags   level of a group of scopes sharing the same 
                  primary subnet and selection tags.
