This object indicates whether the tunnel could not be setup or
reoptimized because of insufficient bandwidth:
         - unknown: the reason is not known
         - failedToSetup: insufficient bandwidth during 
           initial setup
         - failedToReoptimize: insufficient bandwidth during
           reoptimization
