This object specifies the RA policy throttle interval
option.
A value of ignore(1) indicates that, RA policy throttle 
is ignored.
A value of passthrough(2) indicates that, RA policy 
throttle is passed through.
A value of throttle(3) indicates that, RA policy throttle 
is throttled.
