cLIdsClientTimeRemaining indicating a value
greater than 0, whenever it adds a row to
cLIdsClientExclTable.
          
The agent also sends this notification with
cLIdsClientTimeRemaining equal to 0, when it
removes a row from cLIdsClientExclTable.
