This object gives the number of internal port licenses
that are currently acquired for a given 
clmPortLicensingType. To obtain the number of external 
port licenses currently acquired, the user needs to obtain 
clmPortLicCountUsed and subtract 
clmPortLicCountUsedInternal from it.
