Congestion indicator for connection as follows.
'true' - connection is congested.
'false' - connection not congested.
Congestion onset occurs when the cItpmConnQueueDepth
object reaches the maximum allowed value specified by
the cItpmConnMaxQDepth object.
Congestion abate occurs when the cItpmConnQueueDepth
object reaches the maximum allowed value specified by
the cItpmConnMaxQDepth object.
